Is Russia a Member of the P Five Plus One?

The russians have basically said that they, because of the new economic sanctions on russia, they're looking for some sort of carve out in the aran del. What russia has requested is essentially a mass if carbout in russia's sanctions. It isn't clear, frankly, that russia really has any mechanism to actually stop the irondeal in its tracks. The joint commission set up under the iran nuclear deal, which is the that makes these decisions, doesn't require unanimity. Maybe it would be taking some nuclear material material from oran to sort of put into storage. Of course, we don't know the details of that yet.
