The Commission vs Omission

Catholic thinkers put a lot of stake in the commission versus omission thing. You are okay morally as long as you just don't actively take measures to stop life from doing its thing. Are you blocking a life's potential by not offering them every possible advantage at health or education that's free without student lending? That's a slightly different conversation about right and obligation with regards to the state versus regards to an individual person.
