18 USC 1512C2 carries a maximum penalty of 20 years imprisonment. Judge Nichols reasoned that if the statute were interpreted broadly, then it would include virtually any act that abstracts or impedes or influences an official proceeding. So he basically holds that under subsection C2, insofar as someone has correctly obstructed an official proceeding, they had to have acted with obstructing the record, document, or other object.
