Is There a Lock in Madisonian Liberalism?

I think that the sort of lock in Madisonian life, I would call it more broadly following Jeremy Waldron, is inadequate. We need to have certain kinds of preconditions of character in order for these institutions to work. There is another step or a couple of other steps in sort of the progression of liberalism.
