In 1968, when Congress cut back on the funding available for these inner city community organizing jobs, New York's Mayor Lindsey attacked the federal government. One week after he said that, a group of demonstrators organized by one of the city's own poverty agencies went out to make his point. The rally got out of hand and the youths rampaged in the streets surrounding City Hall,. breaking windows in the Woolworth building, looting news stands and food wagons. They mugged a middle-aged woman, assaulted the police, and stomped on and smashing six cars parked in the City Hall parking lot.
