Computer Code Communicates Ideas, Not Words
A one judge compared code to music notes on a staff. Music notes are instructive, but also communicative. Code is an't all that different. Weighing x interaction higher than y interaction may mean the author of the ode thinks x is more important. A platform may choose not to recommend any content with certain words in it or by an author who has gotten a certain number of reports. So these algorithms communicate ideas about what platforms think users want to see. The tools that is the computer code, are the speech.
