Are the Stoics Citizens of the Universe?

Stoics talk about being citizens of the universe. Does it tell us what a stoic minded politician would actually do? Or does it just say that you have this kinship to other people? A good question and an answer i can give some depth, i think, by reference to marcus aurelius.
