The Commerce Clause and the Pyramid

of what i think is the original intent which is one state punishing another by saying or not necessarily punishing them but saying we have a requirement you have the burden of carrying it out. There's a similar kind of provision where the federal government also can't say all right we can't tell you to do this stuff but we can make you the state do it and you can't do that either.
