The reign of terror clearly began on April 17, 1975. Most of the troops were walking using shoes made out of rubber tires. The Khmer Rouge also went around town to look for and either expel or in some cases harm any foreign residents who were still there. And so for this variety of reasons, even though there were different independent reports of horrific atrocities, the rest of the world basically looked away.
