How to Make War Humane?

i try to follow how others invented the anti war movement or peace movement, tried to figure out how they could get states to agree not to fight. Most of the laws war actually allow the military to do more stuff and to claim necessity m to override any other constraints. And so the that's why tolstoy was, in a sense, too early. Because you could only run the risk of perpetuating war by making it humane if you actually do it.
