Eugenics was a really, really popular idea among the rich and powerful before it was popular among normal people. Some prominent eugenesis took the idea from alfred penay and he set it up to determine kid's intellectual age to give them more support. They believed that there should be selective breeding programmes through sterilization to prevent that in selective immigration programmes based on these test scores. Eugenics is not a good method of analysis of what people are capable of.
