The Disadvantages of Speculating About Alternative Counterfactuals

There are certain states that internally within their internal politics were able to decide, we want to go in the neoliberal direction. And then subsequent states were kind of pushed into it to varying degrees at varying paces. These big structural incentives are going to be very hard for anybody to get out from under. If the United States declines relative to other states, it will cease to be the case that the United States can independently shift the incentive schema.
