I worry that down the road, this will make it harder to end the war. Sudan is a great case of a country where all comprehensive economic restrictions were lifted in Sudan. This particular designation was so sticky that it took three years for it to be removed. And I'm convinced that if Russia were designated as a state sponsor of terrorism and negotiations were to happen related to the war in Ukraine, Russia would ask for the designation to be lifted.
Six months into its escalation of war with Ukraine, the calls to declare Russia a state sponsor of terror have never been louder.
