Chinese FDI - Where's the Breakdown?

Unmet expectations become a very, very big political issue in the DRC. It becomes politically uncomfortable for them if they are suddenly then tarred with unmet expectations. And so we blame you, perhaps, in addition to the Chinese. So there's this interesting feedback loop, I think, which may involve Chinese political actors on the ground.
