CNN's John Sutter goes down the rabbit hole on Columbia.edu to find a document that says Hurricane Pam exercise concludes, but it is dated July 23, 2004. He also finds an article in Politico stating that Hurricane Pam is the name of this test, this tabletop exercise they ran in July 2005. There is a URL on this thing that it's got a FEMA dot gov address slash news slash press release. And it has a date of 125 2006.
