There were two obvious paths cologne could take, and both looked pretty darned bleak. The parliaments would never consent to the infringement of privileges which would be required to balance the books,. specifically, no taxation on the privileged orders cologne was proposing to tax. This view was reinforced by the fact that the parliament had historically relished the opportunity to empower themselves at the expense of the monarchy.
