Is It an Independent Contractor or an Employed Doctor?

Angain: "I have an independent contract as a locums o b with a hospital. I am currently under re negotiation to increase my rate for 20 22" He says that active talks are taking place, but he can't give dates until they're done being negotiated. Angain asks the question who's your customer in this situation? Is it the emloy doctor or is it the hospital?
