Sanctions in Ukraine

Russia's foreign ministry promises tough retaliatory measures. West may be holding back on some sanctions as we still want to leave some room to escalate and d escalate. Only Vladimir putin knows whether an international, coordinated attack on the russian economy will make him change course in ukraine or think twice about invading anywhere else. Our expert witness is doubtful it will work in non democratic countries.
