Law Enforcement Response to Columbine

After columbine, law enforcement was trained to contain and wait. After texas towers, there was a recognition that we needed swat teams. Officers are trained tactically, and most of these shooters are not. All of us have tactical training that's how they were able to get ar this type of dramatic situation. We've had 30 milli dollars out of my budget for our local law enforcements so they could train in this type of shooting. In fact, when i was there, i mean, the fbi thought it was so important to free up money for those who can use it.
