The Role of the Federal Reserve in the SNL Crisis

If a Federal Reserve lends against the discount window, it's lending against treasuries and agency mortgage backed securities. And so the more loans, the more borrowings from the FHLB and the Fed, the less collateral there is for the FDIC if and when the bank fails. So that's actually when Congress went in and acquired the Fed to actually care about the health of the institutions on the other side.
