The Debt Ceiling: A Tool of Leverage

The premium bonds idea seems like the least crazy one to me. We can abolish the debt ceiling, but there has never been anything close to a majority of Congress who wants to eliminate it. The European Union looks like it's going to levy an enormous fine on meta or Facebook as it's better known for taking a bunch of information about European users and storing it in the United States. There does seem to be this general consensus among both the AI crowd in Silicon Valley and Congress that AI should be regulated somehow.
