If I'm working with something that's like legacy code, I would sort of attempt to limit the tendency of local changes to have global effects. They can't escape if you encapsulate in a very hard core way, so to speak. There is this question of legacy code basis about how far is reasonable to go in terms of your plans for how good it's going to go and get.
