Is There a Way to Encourage Byback Programmes?

The longer you stick with your older device, the further behind you get. The companies that make the technology themselves will buy back oldereversions and carnations of that technology. Tax incentive programs on a government level might be used to encourage this. It's amazing that a company can become like a trillion dollar company and yet not owe any taxes. I'm just getting rouchy. But those are some possible ways of approaching this problem that don't go down the same path of exploiting people who are extremely vulnerable.
