The Conflict Between the Bad Nautical and the Good State in Mexico

I would push back against the idea that any of these criminal organizations are more powerful than the Mexican state, even at the local or regional level. I think what we see at those levels is you see criminal organizations that are able to embitrate themselves into local structures of power. Drug interdiction approaches that have been spearheaded by the United States, those only generate more violence.
