Is the Treaty a Response to a Crisis?
The biggest weakness I see in this treaty is that it is limited to pandemics, which means you're already under stress. And therefore the treaty should also cover measures, strengthening, et cetera, that have to be done pre-pandemic. It might be kind of a, there might be fear that it's a sunk cost, but I think it's well worth the cost.
