The Contradiction of Decentralization and Centralization in Governance and Security

This chapter explores the apparent contradiction between the trend of decentralization in governance and the trend of centralization in internal security forces. It discusses the role of coalition governments in trusting the central government as a neutral actor and examines examples such as the election commission's involvement in state elections. The chapter also acknowledges coordination challenges, particularly in dealing with left wing insurgencies.
