A strong dollar means for the rest of the world when they are trading with the US. Almost half of the cross border loans, the international debt is denominated in US dollars. So what that means is now the international community who's borrowed money has to pay that money back for a higher price. In worst case scenario, if they can't afford to make their debt payments, that leads to debt downgrading.
