After seven years in barbadoes, shirley returned to brooklyn. She finished school than enrolled at brooklyn college. It was there that she first applied her fighting spirit to politics, activism and service. Shirley became the first black woman ever elected to new york's main governing body - state assemblies. During her four years in office, Shirley introduced a wabbing 50 bills.
