We use them in desert storm for example and we've used them since but to get that Dud rate down below 20% to between one and two. I don't think any other country has been able to do that the russians by the way Their dud rate is 30%. So they have no concern about killing civilians in fact they are firing those munitions Into civilian areas as opposed to what the ukraine is want to do, says former secretary kolan.
