The Importance of DACA
Presidential conception of immigration law means that Congress has been cut out. One consequence there is you have sharp changes in policy with the range of presidents. Think about the Iran deal and the Paris agreement, which were done by President Obama through lawful, but imaginative mechanisms. That made them fragile when Trump came in. And the same thing is true of a presidential focused immigration policy.
