Why Is Numbers Ending With Such an Inheritance?

In numbers 36, Moses basically closes the loop on a story wheat we kind of skipped over. The daughters of zalopa can only marry within their own tribe and that keeps the land according to how god has allotted it. i think its in it's an incredible note of hope here at the end of a rather dark book.
