The problem at the CIA is post 9-11, we got away from traditional human intelligence and human recruitment. And we turned into a paramilitary organization, which is not what we were set up to do. There are units in the CIA whose job it is to go around the world and kill people or kidnap them. So they don't recruit anybody. They're snatch and grab teams or hit teams.
