Clodius, like Caesar, had been taken hostage by Silbacian pirates. He passed a law stripping Cyprus of its client-kingdom status and annexing it officially into the empire. Clodius then nominated Cato as the perfect candidate to govern the new territory. The triumbrant was flummoxed but did not want to leave Rome at this critical hour.
