Are We on M K Ultra?

Darpa is pushing us closer and closer toward the creation of a genuine super soldier. There has been extensive research into a life without sleep. Is there a way to create a human process, to turn off part of the brain to sleep? How do we make some thing that doesn't need to sleep? So, like a drone or an automated robot?
