Most colonial powers didn't have a very clear understanding of how important the commons were for livelihoods. But when india does become independent, the forest law as it exists then is basically considered adequate. It's only now with the forest rights act and so on that ou're really getting some muscled into this idea that local communities should have rights over local resources.
