Is There Any Sense Of, or Any Data Related to Siber Criminals?

There's been some investigations that have shown extensive links, particularly in some countries, between their ciber forces and siber criminals. They might wear one hat during the they might be a government or nation state affiliated to hacker, and then do some moonlighting in the evening. And ah, there they're financially motivated and using the same techniques or tactics that they're using in their day job to, ah, to pad their pockets.
