Is China Controlling Russia's Decision Making?

A typical Washington policy, I don't know if it's a sense, it depends. If China has more ability to influence Russia's decision making and Russia is seen as less of a troublemaker for China's grand strategy or external strategy, seeing Russia will be seen as a net asset. It also depends on what options that China believes it has. Currently, it doesn't seem any options.
