Why Do Canadians Still Trust Each Other?

The Vancouver Stock Exchange was described as the scam capital of the world by Forbes in 1989. Why does Canada have so much financial fraud despite having robust institutions to deal with it and why do Canadians still trust each other? The answer appears to be that Canada has financial fraud because it's a high trust society. People who believe they are too smart or too well informed to be tricked are often quite likely to become scam victims.
