House Republicans and the Debt Ceiling Negotiations Are in a Tough Spot

A source tells CNN that the two sides are discussing a deal that would lift the debt ceiling through the 2024 election while placing caps on the 12 annual spending bills Congress must pass by the end of the fiscal year. The idea being discussed is a mechanism that would allow Congress to pass the 12 appropriation bills at those agreed upon spending levels. If they don't, then a short-term bill would automatically pair back those levels. Another tricky sticking point is that issue of work requirements that has not been hashed out yet.
