By the late fall of 19 15, they were coming to the conclusion that the czar was never going to simply listen to reason. And it left these civic minded patriots in a bind. They didn't want a revolution. Encouraging popular protests strikes and demonstrations meant activating forces they feared would form an uncontrollable hurricane. The loyalist cronies reasserted their control over the war time economy.
