Africa has been this taker of norms and taker of initiatives. But at the same time, we seeing the small island developing states essentially reshape the global climate dialogue through things like loss and damage. China is so far ahead in terms of the amount of renewables it puts in that one has to start talking about its role as a carbon emitter. The US State Department last week opened up what they call a China House.
