Is the NHS a Monolith?

Our personal engagement with the NHS is usually with the most local components of it. For those who want to maintain this universal health coverage system, it's important that we both see it as local components and also as part of a multifunctional national system. The human metaphor is quite helpful politically, but I think there are other metaphors that are more interesting to look at. And one I use in the article is the metaphor of an octopus. It has three hearts, which I think represent Westminster Whitehall, and then the actual delivery, the people out there in the hospitals in the GP.
