Homelab is an environment where you can tinker and play around with technology without the fear of breaking things or taking down a production environment. Some people consider virtual machines on their desktop to be Homelab. It has many tentacles from there, such as networking; it could be focused on hardware: "There's just so many ways to go" Tim Ferriss talks about how he got into homelab in this week's episode of The Daily Discussion.
