This theory was put forward by Michael Grant in the 1970s or 80s. I don't know of any other ancient historians, really, who've embraced it. The argument is that way he wouldn't have to deal with deciding what to do with her. And his hands are clean. So I don't think it's a great argument. Octavian would have found some way of dealing with her if he needed to.
