The Reality of the Police Department's Budget
Not all departments are equipped to handle everything. When a department gets money, they have to decide how to spend it. It doesn't seem to go into more personnel that do handle evidence or crime scene analysis. You might have a lot of boots on the ground, but if those boots all arrested 100 people, could you even process that? Could you even convict them on anything?
