Alan Farrington: There's very little intellectual output taking place at the university. The bureaucracy and administrative stuff which is an enormous waste of time, he says. He argues that under a fiat system people paying for research today are government bureaucrats not students or individual donors. Alan Farrington: When you have somebody who's assigning it without any opportunity cost the tendency is always to say yes and to give more funding.
