What Is the Cypher Bureau?
Passo: The Cypher Bureau, working for the federal government, made a deal with private telegraph companies. In 1922, they had shifted from 1919-1922 from military intelligence to diplomatic intelligence. They intercepted Japanese communications that helped American diplomats negotiate with Japan on naval arms limitations. Henry Stimson closed the agency in 1929.
