The Geneva Convention - Punishment for War Crimes

The Geneva Convention describes very clearly that I'm not allowed to torture a prison or war, but it doesn't tell anyone what happens if I do. This question of accountability and punishment for war crimes began to be addressed after the First World War. The Treaty of Versailles included a clause that allowed for Germany's leader, the Kaiser, to face charges before an international court. He was never brought to justice and lived on for a further decade until his death in the Netherlands aged 82.
