section five guarantees that a malphesance in the state cannot subvert the proper result, both in the states itself and then in the counting of electora votes when it gets to congress. There's a special of federal court procedure, if necessary, to enforce compliance with the obligation to certify in accordance with the rule of law. And there's another provision that says that the rulings of the court will be deemed the true certification an once the courts issue those rulings.
