I think they were bad actors in the sense that theyare unmistakable agents of a colonial enterprise, an industry that operated to the detriment of people across southeast asia. And i really do want a stress that when i say anti opium reforms and prohibition, this was itself a deeply vexed, haphazard process. So these are actors that have a role in both operation of the colonial enterprise and what traces it's left to day.
